The Springfield Select Board approved hiring a structural engineer to do the next step after a report by Fire Chief Russell Thompson that the buildings — or their outbuildings — were unsafe and needed immediate attention if not demolition. The Select Board appointed Thompson and Assistant Fire Chief and Health Officer Scott Richardson, along with Weathersfield engineer David “Todd” Hindinger of Heritage Engineering to evaluate the buildings and prepare a report by May 28. The Select Board is acting under the town’s Unsafe Building Ordinance. At the top of the list was a three-story house at 81 Union St., owned by Milton and Melanie Robinson, former residents of Springfield. The building, the chief said, “was dragging down the neighborhood.” “This building should be demolished,” he told the board. Thompson said the building is no longer straight and true, and it is in danger of collapsing. He said there was a tree growing up alongside the northern side of the building, which he said he believed was helping to keep the building from collapsing. He recommended immediate demolition. Thompson said he had been on contacted with the Robinsons for the past several years, with little progress made in addressing the problem. Second on the list was a home at 52 Mount Vernon St., formerly owned by the Allan Branch family and now owned by Krystin and John Varotsis. Thompson said the additions made to the original structure were threatening the core structure, and he said the building was so precarious he would not send a firefighter into the building in the event of a fire. Thompson told the Select Board Monday night that he had left off the list several fire-damaged properties that were either in negotiations with insurance companies or about to be rehabilitated or torn down. He said all but the property at 23 Valley St., was residential, and none were occupied. Thompson said he made his initial review only by looking at the exterior of the building. He said he was concerned that several of the properties were being used by squatters, and that he believed some of the properties were in danger of being used as meth labs. He said the fire department had recently had training about the threat of meth labs, and he said dilapidated, unoccupied buildings were a draw. What about the two eye sores at the bottom of valley street by the bank exit? They should be on the list as well.

Hypocrisy? The Town took over the building due to back taxes last year. Everyone wants these buildings gone, but they don't disappear for free, are you willing to pay another tax increase to take over, demolish and remove debris?
DeleteThe reason the town owns the building it due to a tax sale. If no one bids on the property the town must take ownership. Check your facts before you speak.
DeleteThis is not a list of rental properties, it is a list of dilapidated buildings. The fact that the town owns a run-down property only make the town a "landlord" if it was a rental property, which it wasn't. Again, check your facts before you post.

ReplyDeleteThere is nothing about these building owners being landlords. If the town takes possession of a building for non-payment of taxes, the town becomes the owner. Nobody said anything about landlords.

ReplyDeleteWhat about Middle road across from the old Matalonis body shop? The place has multiple junk cars in the yard, a couch in the back yard, a snow machine the roof has a blue tarp as the top. The garage is falling down, they have multiple dogs that bark constantly that are in cages or running freely.

Good job selectmen!!! I begged the town on five occasions over the past two years to take action on the house on 81 Union Street and I was told that as long as my neighbor paid his taxes that I had no right in asking that his house be removed though I alerted the town and fire dept. that the house was unsafe and the foundation was actually caved in. They reassured me that their engineer checked it out a year earlier and it was sound. This is almost funny except that it has cost me lots of cash and I also made decisions regarding my own house with the information I had pertaining to the town and it's ability to do anything legally or permanent. I'd love to know the details of how this all took flight and why the town kept it a big secret. And no, I dont go to the meetings which I consider to be all pretense,,,pretending that you are doing a good job does not mean anything to me! Alert,,you are doing a terrible job and should step down but then that would require admitting that you are incompetent and that you would have to take responsibility for your inability to do the job you pretend to do. Shame on you,,,but then what in the world should I expect from government,,,
