Meriden Patch Police: Borrowed Car Used in Kidnapping, Police Chase During May Investigation A Meriden man is facing kidnapping and other charges after he fled from undercover detectives and refused to let his passengers out during a drug investigation in May. A judge has ordered a Meriden man held in lieu of a $250,000 bond on kidnapping and other charges following a series of incidents in May that led to him allegedly fleeing undercover detectives and refusing to let passengers in his car exit as he attempted to avoid potential drug charges in the case. Officers arrested Leon Joyner, of 37 Randolph Ave., on a warrant last week. He was processed and arraigned on June 24 on charges of first-degree kidnapping, first-degree reckless endangerment, reckless driving, operating a motor vehicle under suspension, sixth-degree larceny, attempt to commit illegal sale of certain drugs and attempt to commit illegal sale of drugs near a prohibited place. Joyner, 26, remains in state custody at the New Haven Correction Center in lieu of bond, according to state Department of Correction records. According to the arrest warrant, made available through Meriden Superior Court, police were able to tie Joyner to a May 15 incident in which he was using a borrowed Toyota Scion to allegedly sell drugs in the community and fled in a dangerous manner when discovered by undercover detectives. Detectives were in the area of Twiss Street near Miller Avenue acting on information received regarding potential drug activity when the Scion pulled up to make a deal, according to the affidavit. As police were sitting in the car, a man later identified as Jose Figueroa rode by on a scooter and paused to stare into the undercover vehicle. Police said Figeroa, 25, proceeded to warn Joyner they were watching and when officers turned on their police lights, he fled at more than 60 miles per hour to escape being pulled over. According to police reports, two women were in the car and attempted to exit but Joyner refused to wait, even as the women were still trying to exit the vehicle. Figueroa, who is facing his own charges related to the case, was taken into custody and questioned, according to the warrant, but when asked about the driver “he told officers that he was not going to say ‘shit’.” Officers were able to take the license number to the vehicle, however, and traced it back to a woman who had previously lived in Springfield, Vt. Local detectives called Vermont police who indicated that both Joyner and the vehicle were known to them and had been stopped several times and was also believed to be involved in drug activity there. When officers contacted the owner of the vehicle, she told them her car was often loaned to Joyner, also known as “J.B.” for $100 per day. It was unknown whether additional charges could be coming in relation to the case in Vermont. Joyner is due back in court on Monday, July 8, and could present a plea at that time, according to court records.
