Arrest - Violation Conditions of Release

Case Number:  17SF003782
Investigating Officer:  Sgt. Molgano
Date of Offense May 19, 2017
Defendant:  Chelsea Ovaitte, 21, Springfield, Vermont

Oviatte allegedly failed to check-in at the Springfield police station of 5/15/17 as required by her conditions of release.
Oviatte was cited to appear in Windsor County Criminal Court on July 11 to answer to the alleged violation.



Arrest - Assault

Date of Offense:  May 21, 2017
Defendant:  Cody A. Thomas, 20, Springfield, VT

Thomas was arrested for allegedly assaulting a person that he erroneously believed was a sex offender.

Thomas was lodged at Southern State Correctional Facility-Springfield in lieu of $500.00 bail and was arraigned on May 22nd on the alleged charges.                            



Arrest - False Information to a Police Officer

Date of Offense:  May 21, 2017
Defendant:  Ryan Ritchie, 24, Springfield, VT

Ritchie allegedly furnished a police officer with false information regarding his involvement in an assault.

Ritchie was cited to appear in Windsor County Criminal Court on July 11th to answer to the alleged charge.



Arrest - Domestic Assault - Offense Committed Within the Presence of a Child - Aggravated Disorderly Conduct

Date of Offense:  May 19, 2017
Defendant:  Shanice Nieves, 23, Springfield, Vermont

On May 19th, officers responded to 20 Whitcomb Street for a possible domestic.
Shanice Nieves was alleged to have committed the offenses of Domestic Assault, offense within the presence of a child, and aggravated disorderly conduct.

Nieves was was issued a citation to appear in Windsor County Criminal Court on May 22nd to answer to the alleged charges.



Arrest - Aggravated Disorderly Conduct & Criminal Threatening

Date of Offense:  May 20, 2017
Defendant:  Charles Bishop, 54,  Springfield, VT 05156

Springfield Police were dispatched to Morgan St. to assist Vermont Probation and Parole. Upon investigation Charles Bishop was cited to appear in Vermont Superior Court, Criminal Division, Windsor Unit on June 13th to answer to the alleged violations of Aggravated Disorderly Conduct and Criminal Threatening.



Arrest - Negligent Operation

Case Number:  17SF003352
Investigating Officer:  Sgt. Molgano
Date of Offense:  May 1, 2017
Defendant:  Amanda Bateman, 29, Springfield, Vermont

A witness reported that Bateman had drifted over the yellow center lines on Clinton Street and then drifted back across two lanes of traffic and almost stuck a curb.
Bateman was located, stopped, screened, cited, ticketed, and her vehicle was towed. At the time of this incident, Bateman's privilege to operate was allegedly civilly suspended.

 Bateman was cited to appear in Windsor County Criminal Court on June 20th.



Warrant Request - Possession of Heroin
False Info to Law Enforcement

Case Number:  17SF003228
Investigating Officer:  Officer Prince
Date of Offense:  April 26, 2017
Defendant:  Krysta Thompson, 31, Winooski, VT

On April 26th at approximately 10:46 p.m. Officers conducted a traffic stop on a vehicle on River Street.
A search of the vehicle and all occupants was conducted and Thompson was allegedly found to be in possession of heroin. Thompson allegedly also gave a false name during the traffic stop and a warrant is being requested for her arrest.



Arrest - Possession of Cocaine

Case Number:  17SF003870
Investigating Officer:  Officer Prince
Date of Offense:  May 19, 2017
Defendant:  Michael Randlett, 27, Charlestown, New Hampshire

On May 19th at approximately 7:16 pm officers conducted a traffic stop on a vehicle on Lewis Street.
A search of the vehicle and all occupants was conducted and Michael Randlett was allegedly found to be in possession of cocaine.
Randlett was arrested and transported to the Springfield Police Department for processing. and was issued a citation to appear in Windsor County Criminal Court on July 18th to answer to the alleged charge of Possession of Cocaine.



Arrest - Domestic Assault

Date of Arrest:  May 22, 2017
Defendant:  Sarah Barrett, 28, Springfield, Vermont

On the morning of May 22nd' 2017 Officers responded to 11 Union Street for a report of an assault that had taken place. After a brief investigation it was determined that Sarah Barrett allegedly assaulted a house mate.

Barrett appeared later this date, May 22nd, for arraignment in Windsor County Criminal Court.



Arrest - Sale of Heroin

Date of Arrest:  May 19, 2017
Defendants:   Jessica Wood, 40, Springfield, VT
                        Christine Carvage, 50, Springfield VT

SUMMARY OF INCIDENT: During the 2016/2017 time frame the Springfield Police Department began an investigation into the sale and distribution of narcotics by various subjects located or selling drugs at various locations in town.

On May 19, 2017 the Springfield Police Department arrested Jessica Wood and Christine Carvage for allegedly selling heroin. Wood's and Carvage's arrest were part of an ongoing investigation by SPD into subjects specifically selling heroin in the town of Springfield.

Wood will appear on July 11th and Carvage on August 8th in Windsor County Criminal Court to answer to the alleged charge of  Sale of Heroin.



Underage Alcohol Consumption

Case Number:  17SF002087
Investigating Officer:  Cpl Gilderdale
Date of Offense:  May 4, 2017
Defendant:  Male Juvenile, 15, Springfield VT

Officer's responded to Clinton St in Springfield for a report of a teenage juvenile who allegedly had consumed alcohol.

The juvenile was cited to appear in Windsor County Family Court.



Arrest - Excessive Speed

Case Number:  17SF003691
Investigating Officer:  Sgt. Belville
Date of Offense:  May 12, 2017
Defendant:  Christopher Demont, 26, Springfield, VT

On Friday, 05/12/2017 at approximately 14:41 hours, Christopher Demond was stopped by Springfield Police on Brook Road for allegedly exceeding the speed limit by 58 miles per hour. As a result of this stop, Demond was cited for the offense of Excessive Speed.
Demond will appear in Windsor County Criminal Court on June 27, 2017                      



Arrest - Possession of Heroin

Investigating Officer:  Officer Deslauriers
Date of Offense:  May 13, 2017
Defendant:  Charles Nourse, 39, Springfield

On May 13th, Officers were asked to check on a male subject at the McDonalds who was described as not acting right. On arrival contact was made with Nourse who allegedly appeared to be impaired.
During the investigation a small amount of heroin was located. A search was conducted of the vehicle and several pieces of paraphernalia were also located.

Nourse was cited to appear in Windsor County Criminal Court on July 11, 2017 to answer to the alleged charge.



Arrest - Domestic Assault
Interference with Access to Emergency Services

Case Number:  17SF003673
Investigating Officer:  Sgt. Belville
Date of Arrest:  May 12, 2017
Defendant:  Lisa Marie Wilkinson, 23, Brattleboro

On Thursday, 05/11/2017 at approximately 23:21 hours, Officers with the Springfield Police Department responded to a residence on River St. for a reported dispute.

As a result of this investigation, Lisa Marie Wilkinson was arrested without incident for allegedly assaulting her boyfriend and allegedly interfering with access to emergency services.

Wilkinson was arraigned later that day in Windsor County Criminal Court on the above charges.



Arrest - Active Warrant

Date of Arrest:  May 9, 2017
Defendant:  Sharon Michaud, 27, Springfield VT

On May 9, 2017 at approximately 1745 hours Officers of the Springfield Police Department made contact with Sharon Michaud who had an active arrest warrant. Michaud was subsequently arrested     and lodged at the Southern State Correctional Facility to await court on May 10, 2017 at 1230 hours.



Arrest - Conditions of Release Violation

Date of Offense:  May 8, 2017
Defendant:  Stephen Couillard, 30, Cavendish

On May 8th 2017 it was reported by the Officer of Probation and Parole that a subject in their lobby had allegedly violated his active pretrial conditions of release. I responded to the office and spoke with the alleged offender.

The subject was processed and released with a citation to appear in Windsor County Criminal Court on June 20, 2017 for the alleged offense.



Arrest - Arrest on Warrant

Case Number:  17SF003258
Investigating Officer:  Prince
Date of Arrest:  April 27, 2017
Defendant:  Michael Chizmar, 34 Springfield, Vermont

On 04/27/2017 at approximately 1930 hours Officers made contact with Chizmar on Morgan Street. Chizmar was arrested for an active warrant without issue.

Chizmar was transported to the Springfield Police Department for processing. After processing, Michael was lodged at Southern State Correctional Facility in lieu of $2500.00 cash or surety bail.



Arrest - Possession of Heroin - Possession of Bath Salts

Case Number:  17SF002870
Investigating Officer:  Neily
Date of Arrest:  April 27, 2017
Defendant:  Angel Hammerle, 30,  Charlestown, NH

Springfield Police were dispatched to 25 Union St. for a report of suspicious activity. Upon investigation Angel Hammerle was cited to appear in Vermont Superior Court, Criminal Division, Windsor Unit to answer to the alleged charges of possession of heroin and possession of bath salts.
Hammerle subsequently failed to appear for arraignment on this date and an active warrant has been issued for her arrest.



Arrest - Violation Conditions of Release

Defendant:  Steven Quinlan, 25, Springfield, VT

Springfield Police observed Steven Quinlan walking on Union St. Upon investigation Quinlan was arrested for alleged violation of conditions of release with regards to curfew restrictions.

Quinlan was cited to appear in Windsor County Criminal on June 13, 2017


Arrest - Domestic Assault

Case Number:  17SF002762
Investigating Officer:  Santagate
Date of Offense:  April 11, 2017
Defendant:  Steven Pariseau, 54, Springfield, Vt

On 4/11/17 officers responded to Missing Link Rd. to investigate the report of an active domestic assault taking place. After an investigation Steven Pariseau was arrested for the alleged offense of Domestic Assault.

Pariseau was arraigned on April 11th in Windsor County Criminal Court on the alleged charge.



Arrest - Retail Theft

Case Number:  17SF002809
Investigating Officer:  Gilderdale
Date of Arrest:  April 12, 2017
Defendant:  Sarah King, 37, North Springfield, VT

Officers were dispatched to Joe's Discount Beverage for a reported theft of alcohol. Investigation revealed that Sarah King had entered the store and allegedly took a bottle of vodka and allegedly concealed it and left the store allegedly without paying for it.  King was cited into Windsor County Criminal Court on May 23rd to answer to the alleged charge.



Arrest - Criminal DLS

Case Number:  17SF003070
Investigating Officer:  Prince
Date of Offense:  April 21, 2017
Defendant:  Jeremy Edwards, 40, Chelsea, Vermont

On 04/21/2017 at approximately 1850 hours Officers observed a suspicious vehicle in the parking lot of the old Jasinski's Market on Park St.

Edwards was allegedly the operator of the vehicle. Jeremy was placed under arrest for operating with a criminally suspended driver's license.

Edwards was transported to the Springfield Police Department for processing and was issued a citation to appear for the alleged Criminal DLS in Windsor County Criminal Court on June 16th.



Arrest - Possession of Heroin

Investigating Officer:  Prince
Date of Offense:  April 21, 2017
Defendant:  Drew Hatt, 22, Springfield, Vermont

On 04/21/2017 at approximately 1850 hours Officers observed a suspicious vehicle in the parking lot of the old Jasinski's Market on Park St.

Officers conducted a search of the vehicle and the occupants and Drew Hatt was allegedly found to be in possession of Heroin. Hatt was transported to the Springfield Police Department for processing. Hatt was issued a citation to appear on June 13th in Windsor County Criminal Court for the alleged Possession of Heroin.



Arrest - Disorderly Conduct / Violation Conditions of Release

Date of Incident:  April 22, 2017
Defendant:  David Haines, 55, Springfield, VT

Springfield Police were dispatched to Main St. in Springfield, VT for a report of an alleged noise disturbance. Upon investigation David Haines was taken into custody for alleged disorderly conduct and violation of conditions of release.

Haines was lodged at SSCF in lieu of $1,000 cash or surety bail and was arraigned on April 24th.

Arrest - Petit Larceny

Case Number:  17SF003081
Investigating Officer:  Off. Leonard
Date of Offense:  April 22, 2017
Defendant:  Joseph L. Robinson, 34, Springfield, VT

Complainant came to Springfield Police reporting someone stole $40.00 from her wallet while at work. Subject works at the Springfield McDonald's. Investigation found that security cameras had captured the event, which occurred the day prior on 04-21-17. Robinson was located on 4-22-17 when he arrived for work at McDonalds. He was issued a citation to appear in Vermont Superior Court, Criminal Division, Windsor Unit on June 13th to answer to the allegation of Petit Larceny.



Arrest - Violation of Conditions

Investigating Officer:  Sgt. Fitzgibbons
Date of Offense:  April 24, 2017
Defendant:  Stephen Couillard, 30, Cavendish, VT

Probation and Parole called to advised that Couillard, who was under their supervision, was allegedly in violation of his court ordered conditions.  Couillard was cited and processed for the alleged offense and ordered to appear in Windsor County Criminal Court on June 20th.



Arrest - Disorderly Conduct Noise in the Nighttime

Date of Offense:  April 17, 2017
Defendant: David Haines, 55, Springfield, Vermont

Haines was arrested during the execution of a search warrant on his apartment following repeated allegations that he had been making disorderly outburts over the course of many hours.
Haines was lodged at Southern State Correction Facility in lieu of $500. bail and was arraigned later that day in Windsor County Criminal Court.



Arrest - Petit Larceny From a Building

Defendant:  Nico Spaulding, 35, Chester, VT

Springfield Police were dispatched to Fairground Rd. in N. Springfield, VT for a report of a larceny. Upon investigation Nico Spaulding was cited for alleged attempted Petit Larceny.

Spaulding was cited to appear in Windsor County Criminal Court to answer to the alleged offense on May 16, 2017



Arrest - Possession Stolen Property

Defendant:  Nico R. Spaulding, 35, Chester, VT

On April 2"d Nico Spaulding, 35, of Chester, VT, was cited into the Vermont Superior Court - Windsor Criminal Division for May 30th.   Spaulding was cited for the offense of Possession of Stolen Property after an investigation by the Springfield Police Department.



Arrest - Fugitive From Justice

Arresting Officer:  Sgt. Belville
Date of Arrest:  April 20, 2017
Defendant:  Glenna Leigh O'Connell, 36, Chester, VT.

On April 20th at approximately 4:06 p.m., Springfield Police located Glenna Leigh O'Connell, who allegedly had an extraditable warrant for her arrest out of the State of Massachusetts.

O'Connell is allegedly wanted for a probation violation.

O'Connell was arrested without incident for this offense. O'Connell will appear in the Windsor Superior Court: Criminal Division on 04/21/2017 to answer to this charge. O'Connell was lodged at the Southern State Correctional Facility on $5,000.

Aggravated Disorderly Conduct

Case Number:  17SF002356
Investigating Officer:  Fitzgibbons
Date of Offense:  March 28, 2017
Defendant:  Nicholas Brown, 36, Springfield, VT

On March 28, 2017 a victim called to report an altercation with Brown.  It was alleged that Brown was pushing the victim around and threatening them with bodily harm causing minor injuries.

Brown was taken into custody and cited to appear in Windsor County Criminal Court on March 29th to answer to the alleged charges.



Arrest - Warrant

Date of Offense:  March 28, 2017
Defendant:  Melissa Robinson, 35, Springfield, VT

On March 28th, 2017, Melissa Robinson was located walking on Clinton Street.  Robinson had an active arrest warrant and was taken into custody and lodged at SSCF in lieu of $1,000 bail and to serve 18 days on a warrant issued by DOC.



Arrest - 1st Degree Aggravated Domestic Assault
Carrying a Weapon in a Felony

Date of Offense:  March 25, 2017
Defendant:  Bridget Ritchie, 42, Springfield, VT

Springfield Police were dispatched to South Street in Springfield, VT for a report of a citizen dispute.  Upon investigation, Bridget Ritchie was taken into custody and for the alleged offenses of 1st Degree Aggravated Domestic Assault and Carrying a Weapon in the Commission of a Felony.

Ritchie was lodged at SSCF in lieu of $5,000 cash o surety and was arraigned on March 27th.



Arrest - Fugitive From Justice

Defendant:  Norman Bevins, 43, Brownsville, VT

Springfield Police conducted a motor vehicle stop for an alleged minor motor vehicle violation.  Upon investigation, Norman Bevins was arrested as an alleged fugitive from justice on warrants issued by the State of NH.

Possession of Heroin

Date of Offense:  April 9, 2017
Defendant:  Jessica Wood, 40, Springfield, VT

On April 9th, Officers had a casual encounter with Wood on River Street.  Upon investigation, Wood was allegedly found to be in possession of heroin.

Wood was issued a citation to appear in Windsor County Criminal Court on June 20th to answer to the alleged charge.



Arrest - Larceny
Retail Theft

Case Number:  17SF002435
Investigating Officer:  Gilderdale
Date of Offense:  March 30, 2017
Defendant:  Charles Nourse, 39, Springfield, VT

The clerk at the North Springfield Irving advised that Nourse allegedly failed to pay for food items and had then left the store.

Nourse was cited into Windsor County Criminal Court on May 30th to answer to the alleged charge.

    How many repeat offenders are in this report? When will the court do their job and lock some of this garbage up?
    David Haines has been arrested for disorderly conduct about 20 times yet he still walks free.
    Chad Nourse? Come on! When he finally be locked away for some actual time?
    The big bust a couple weeks ago brought out some of the same old names. Tammy Obrien, Danielle Garceau etc....
    Judges need to start being held accountable for letting some of these wastes of air walk the streets time and time again.

  2. Believe State of Vermont is very liberal; therefore Jail and/or Prison a NO-NO as seen here of drug abusers, domestic violence, armed robbery, and sadly MURDER in Springfield VT.

    Going back decades ago, famous brand sang: I like to teach the world to sing, in perfect harmony...............And the world would be a better place for me and you.................Put a little love in your heart. Frankly, I like that a lot better that this!
