Review: No abuse at Elm Hill Primary School

SPRINGFIELD — An investigation by the Springfield School District and the state Department for Children and Families concluded there was no evidence of abuse and neglect at Elm Hill Primary School with the use of seclusion rooms, according to Superintendent of Schools Frank Perotti.
Perotti released a statement on Thursday stating a thorough review was conducted on the faculty and staff’s use of discipline, reporting and employee conduct. The investigation revealed that employees “did not always completely follow state disciplinary regulations” but there was no “lasting harm to any students as a result of (their) mistakes,” Perotti wrote.
Some Elm Hill employees faced disciplinary measures but Perotti did not provide specifics or the number of people involved.
“All I can say is appropriate disciplinary measures have been taken. There were not many, only a few. It’s a done deal,” Perotti said. “Our efforts now are going to be working with families and employees to make sure that everyone, not just at Elm Hill, is completely trained in de-escalation, understands state regulations, and is familiar with positive behavioral intervention techniques.”
According to school rules and regulations, seclusion rooms should be used sparingly when children pose a threat to themselves or others. Earlier in the school year, Elm Hill Primary School parents complained that children were placed in seclusion rooms when they were not a threat to themselves or others.
This winter, a grandparent complained that her grandson was placed in a seclusion room at Elm Hill. She told the School Board that a teacher allegedly closed the door and prevented him from leaving.
Another Elm Hill parent said her son was placed in seclusion but she was never notified by school administrators that it happened. The information prompted School Board members to remove seclusion room doors, conduct an investigation, and re-examine school policies.
While Perotti acknowledged appropriate disciplinary measures were taken, he also said he believed Elm Hill employees were not up to speed with state disciplinary rules and regulations. He said there was a communication breakdown between Springfield teachers and the state and it may have caused confusion about seclusion room policies.
“The state was very unclear when administrators asked that question at a summer training,” Perotti said. “Administrators were not able to communicate information back to staff members clearly and staff members were not clear when there were situations for seclusion. There was a misunderstanding of the regulations.”
Regardless of the miscommunication, the school district addressed the situation at Elm Hill.
Seclusion rooms have been discontinued and a policy committee is drafting language to clarify disciplinary procedures throughout the district. Faculty and staff will work with students on an individual basis, parents will be promptly notified when difficult situations arise, and seclusions will used much more sparingly in the future.
“It’s going to be much more difficult to use seclusion as a strategy. It’s a safety issue and it was never used for discipline or punishment. We have no evidence it was,” Perotti said. “(The Department for Children and Families) were quite complimentary about the room and said they had seen far worse.”

Of course there was no abuse found. The Superintendent only turned in ONE name to the state and DOE... Lets be realistic here. There have been a number of families who have publicly come out, the latest on channel 5, yet DOE or the state has not contacted them! I don't believe anything that comes out of the schools anymore!

DeletePertotti's words are those of an overpaid BUREAUCRAT and not a caring and competent EDUCATOR, which is exactly what Springfield's School Board hired. He should be removed NOW and not a year from now. The bureaucratic double-speak and psychobabble that Perotti uses to try to diminish and/or divert from his leadership role in this travesty is deplorable and inexcusable. When your superintendent starts tossing around words and techniques like "de-escalation", "behavioral intervention", and "seclusion as a strategy", it's clear that the focus on education has been lost and "commodity management" of students has become the norm. The evidence is clear: Perotti and his administration cannot be trusted and until a house cleaing is conducted at Springfield Public Schools (including the school board), the citizens and parents themselves should begin a coordinated community watch program over every one of its schools.
ReplyDeleteThe words too big for you? Try calm things down, stop them from hurting themselves or others, and park them somewhere until they are manageable or until the police come. How is that for a translation. The only evidence that I see is that he is trying to talk nicely about a couple kids that are terrorizing a school. One has to suspect that perhaps, just perhaps something more than pencil tapping may have been involved. Just perhaps....
DeleteThe competency of the Springfield School Board also needs to be called into question here. If these "strategies" have been in place for 30 years, then it stands to reason that school boards throughout that period must have known about them and therefore countenanced their use. Furthermore, since Elm Hill was recently renovated, one would think that the school board would have toured the new facility and, when discovering the "padded room", at least inquired as to its purpose.
ReplyDeleteThis begs the question: How engaged, aware, and informed is the Springfield School Board anyway? Are they exercising active participation in and oversight of the system, or are they merely "gathering" for meetings and being fed the superintendent's pablum? If they aren't aware of the existence of "seclusion rooms" (or they were aware of them and did nothing), then how can they be trusted to adequately represent Springfield's citizens and pass judgments on school matters?
VOTE NOT ON THE SCHOOL BUDGET AND CALL FOR THE REMOVAL OF THE SCHOOL BOARD.
One might also wonder since the State approves all school building plans, just how unusual it is to have seclusion rooms in the State given the fact that we are in the middle of a nationwide epidemic of kids acting out violently in elementary schools. Then we might wonder how much staff time is now being wasted because we took the doors off the rooms.

ReplyDeleteI believe the general response to that Chuck is that they would like to see the schools run out of town, but since that probably won't work they would prefer to starve them for cash and then swamp them with State investigations, knowing that they cannot publicly defend themselves due to Federal and State confidentiality laws.

ReplyDeleteJill Remick, public information officer for the VTDOE said faculty members were using the seclusion rooms as punishment for behavioral issues, which is not consistent with state guidelines.
That was the cover story on 4/27. Does anyone have a copy of that story that they can scan in for me?

DeleteIt's just too bad that we'll never know what really happened. There were NO records kept of any use of that room (Ms. Read's words in the video, not mine). I just find it convenient that records are missing, but the family that was interviewed had a copy of the report. Maybe it's just me, but it definitely screams cover up!
ReplyDeleteWe know what happened. I think that is pretty obvious. I think what is worse is that the board has made no comment on the outcome AND they allowed Frank to carry out his contract. It appears that the object was to get support by the parents and I truely believe that after the budget at some point the board will reverse their decision to keep Frank because he is not REALLY out. Think about it he lied again as did Becky Read making reports and statements of no wrong doing , nothing happened etc and NOW the state come forward with a comment saying the exact opposite. It is all smoke and mirrors and the school board make themselves look worse and worse to the point that even the board was knowledgeable and yet they still align themselves with the same man that allowed children to be mistreated and/or abused.

DeleteThey would have to pay him thru his contract date. But, what kind of work and possibly more trouble will he cause before he is gone. My personal belief is that the school board will turn about face and then vote to keep him which is entirely possible and they could do that very easily.
DeleteWhat use are you going to make of the money? He has already misrepresented what happened. Read the statement from the VTDOE. Does the school board REALLY think he is an asset at this point. I think it shows a certain degree of negligence on their part to even agree to keep him around and that diminishes any faith in the board that I have. It shows me the not so business like sense they have and turned my possibly yes vote to No especially after the recent statements from the Dept of Ed.

DeleteNope they could let the NEW guy fill in both rolls with guidance from Janice until we do an exhaustive search for a super who has a proven track record of turning failing schools around. After all that is what happened with Vin.
DeleteWhat needs to happen is the VTDOE really needs to step in and take over the operation of the school. That would be the absolute best option and the safest. At this point I would urge the residents to appeal to the VTDOE by letter to the Commissioner of Education.
