SUMMARY OF INCIDENT: On the above date and time officers were sent to 8 Summer Street Apt. #10 for a reported fight. Upon arrival officers allegedly detected the odor of burnt marijuana coming from inside the apartment leading to a search warrant being issued. During the search officers allegedly located several grams worth of powder cocaine, a small amount of crack cocaine, approximately 10 grams of marijuana and associated paraphernalia that was indicative of both usage and trafficking.

The above subjects were cited to appear in Windsor Criminal Court on 04-02-13

Possession of Marijuana
Frank Heynig
AGE: 21

SUMMARY OF INCIDENT: On February 16, 2013 Officers were asked to investigate suspicious activity involving individuals behind the Springfield Town Library. On arrival Officers were able to detect the odor of marijuana eminating from the alley. Three male subjects were identified. Ethan Willey, 18, Justin Fuller, 21, and Frank Heynig were allegedly believed to be smoking marijuana. When asked if any of the three had any remaining marijuana, Fuller allegedly produced a small amount weighing less than two grams which was seized and destroyed. Willey allegedly produced a glass pipe which contained an equally small amount of marijuana which was still smoldering. Heynig then allegedly produced a plastic bag containing 26 grams of marijuana, a container of marijuana seeds, a digital scale, and several plastic baggies. Heynig was arrested and processed on allegations of possession of marijuana.

Heynig was issued a citation to appear in Windsor County Criminal Court on 4-16-2013

SUMMARY OF INCIDENT: On this date this department responded to Vermont Route 11 and 106 for a report of a possible intoxicated operator. The Complainant stated that he was behind a vehicle that was traveling into Springfield on Vermont Route 106 all over the road. The complainant then stated that they had been sitting at the traffic light for an extended period of time due to the operator failing to pull up to activate the light. The operator was subsequently charged with allegedly operating while under the influence of intoxicants.

Mancuso was lodged at Southern State Correctional Facility-Springfield and was arraigned later the same day.

Unlawful Trespass
Devin F. Greene

SUMMARY OF INCIDENT: Greene was found sleeping inside 56 Main Street (Bank Block) by office workers arriving for work Wednesday morning. Greene was still present when officers arrived sleeping in a hallway alcove. Greene was taken into custody on allegation of trespassing. He was processed at Springfield Police Department and issued a citation to appear in Vermont Superior Court, Windsor Criminal Division for the following day, Thursday February 14, 2013.

SUMMARY OF INCIDENT: On this date I received a walk in complaint regarding a alleged domestic incident that occurred in a residence located in Springfield, Vermont. After investigation the male was cited for allegedly violating an active relief from abuse order and domestic assault. The female was cited for allegedly committing the crime of aggravated domestic assault.

A Citation was issued to appear in Windsor County Criminal Court
on 02-15-13

SUMMARY OF INCIDENT: On this date I received a walk in complaint regarding a alleged domestic incident that occurred in a residence located in Springfield, Vermont. The female was cited for allegedly committing the crime of aggravated domestic assault.

Holly Bates, 24, of Charlestown NH, was arrested on 2 active VT warrants for 1 Misdemeanor charge of Petty Larceny $900 or Less for her alleged involvement in the theft of monies from a local business and 1 Felony charge of Larceny From A Person for her alleged involvement in the robbery of an elderly male subject up on the North Springfield Dam in September of last year. After being seen in Windsor Superior Court Criminal Division this afternoon, she was remanded to Southern State Correctional Facility in lieu of a $500 surety bond.

    2. I think I got it now, when the school district makes the news for something positive its PR, but when the police department makes the news for something positive a great job.

      Sorry I'm new to town, just trying to figure out how things work around here.

    3. 4:41- Nothing either one ever does is ever good. Both are part of an evil socialist conspiracy to defraud the tax payers. If you are going to live here get it right. You also need to come up with a theory on how any particular story advances the socialist conspiracy agenda. Then you will fit right in.

  2. You know what's funny? Today I watched as the meter man counted cars in front of the Hole n the Hill. I saw 6 different people jaywalking right in front of him and all he did was say hi and smile. I know it isn't a huge thing but it pisses me off that I have to wait when I push the button to cross AND when I drive through town. This was all within the time it took me to wait for traffic to move because of the jaywalkers.
