  4. This is ridiculous! I condemn both HCRS and the State of Vermont for withholding important financial information from the taxpayers. And where were our esteemed representatives while this was going on? Are they also going to claim that this information was not available to them? This is YOUR money folks!

  5. As a current employee of HCRS, I am embarrassed to admit that I work there. As of now, I am starting to look for a new career. The USS HCRS is a sinking ship and I'm not going down with it.

    Most view HCRS employment as a last stop for those with absolutely no trade skills, viable education or negative references. With experience as no more than a baby sitter what exactly do you bring to the job market?

    May be time to evaluate premium pay trade careers and seek out accredited, journeyman/technician training. Unfortunately the adult ed programs at the Howard Dean Center only address personal enrichment non sense. Like many of us that chose to better ourselves, leaving Spfld was a first step.

    1. You are an arrogant SOB aren't you? I am not the poster you are referring to but I too work at HCRS and I am not unemployable by any definition of the word. I happen to own a home in Springfield, I happen to have worked in an industry that downsized and what I have an expertise in is no longer available in this area. I cannot just pack up and leave everything I've worked for behind me for supposed greener pastures. I have a family to think about. Putting that aside, who the hell do you think you are putting down the employees of HCRS? They too are just trying to earn a living and since you don't know their circumstances, you should keep you big, opinionated, and obviously biased mouth shut. And if you have "bettered" yourself so much, why the heck are you still so interested in Springfield news that you feel you need to spew your venom here? Go live that better life you've found and leave us in peace.

    2. Anyone who's a working class tax payer bankrolling this boondoggle has a right to be arrogant. I have personally witnessed MY tax dollars openly squandered by HCRS. Then to add insult, have seen a "client" coached at the polls, and coached to remain on disability vs. accept gainful employment. But hey, guess you're "just trying to earn a living."

"In the first quarter of 2011 HCRS recorded a $150,000 expense for the CEO’s retirement package, in the following year that amount was recorded at $450,000 and then in the first quarter of 2014 HCRS told the state another $200,000 had been approved for Hayward, which brought the total to $650,000. Hayward was also paid $68,000 as a management consultant to the HCRS board for a six month period after her retirement, the report found."

    ...and this....

    ".........in addition to Hayward’s $174,000 in base compensation and $17,000 in nontaxable benefits, $323,000 in “other reportable compensation.” That compensation, which is not otherwise described or detailed in the 990, apparently represents a portion of the deferred compensation given to Hayward."

  10. It appears to me that everyone in Montpelier has been sleeping on the switch; who the hell is the guardian of the public purse these days? What the hell are our elected reps doing during the day? Everybody knows (or should know) that HCRS has been nothing but a financial cesspool since day one! And now we're informed that another out-of-state carpetbagger has ridden off into the sunset with over $0.5MM of taxpayer funds!

      Well, private contractors could be monitored by state auditors, but that would mean raising taxes to pay them. Are you willing to have your taxes raised to ensure compliance by entities receiving public funds?

  11. While I totally agree with the conversation above and am horrified about what's going on at HCRS... I am a very high functioning (one of the few and with a publicly known job) if it wasn't for HCRS I would not be where I am today; stable. HCRS needs to cleanup their act and continue to provide care for those that cannot care for themselves!

  12. As a former HCRS I can tell you, 6:08, you have no idea what you are talking about. Most of the workers at HCRS in a case management or clinical role are highly skilled individuals. Most have Masters Degrees. The workers are not the problem, the management is.

    Well, this is the downside of privatization. HCRS is the Vermont equivalent of a military contractor in Iraq.

    1. Actually, it's the equivalent of another growing piglet suckling at the teats of the government sow - now having grown so large thanks to the care and nurturing of greedy liberals, that it can no longer stand. Give it time Chuck, and it'll roll right over on you!

Actually, HCRS is staffed by very competent compassionate staff who have chosen to be in a helping profession that pays them less than what their intelligence and skills would have earned them in other fields Its these people who have been violated along with the individuals and families that trusted HCRS. Somebody should ask to see the former CEO's company credit card expenses, or ask why she closed the peer recovery center because she didnt like how her corner office view was spoiled by looking at the people her agency served hanging out smoking. Somebody should ask why the board did not understand the agency's financial situation and how they drove out board members who actually tried to honor their fiduciary responsibilities.
