Police: Man who crashed into building was using drugs

WHITE RIVER JUNCTION — Police suspect that a man who drove his car into the side of a building at the Springfield Shopping Plaza on Sunday afternoon was under the influence of “bath salts” or some similar synthetic drug.
Vincent Turcio, 24, of Springfield, pleaded innocent to grossly negligent operation of a vehicle, leaving the scene of an accident with property damage, and disorderly conduct during his arraignment at the criminal court in White River Junction this week.
Turcio was released on several pretrial conditions, including a court order that he “not consume any substance labeled ‘Not for human consumption,’” which is the inscription that police said was written on the back of a foil packet with a skull and the brand name “Mind Trip” printed on it that firefighters found on the front seat of Turcio’s destroyed car.
Judge Robert Gerety also ordered Turcio to undergo an outpatient evaluation to see if he is competent to stand trial after a mental health screener who spoke to Turcio in a holding cell described him as “a person in need of treatment,” but not in a hospital setting.
Springfield Police Officer Jeremy Fitzgibbons and several other police units responded to the Plaza late Sunday afternoon and found a Saturn Ion crashed into the side of the Finn and Stone Insurance Company. Fitzgibbons wrote in his affidavit that “the vehicle had sustained heavy damage and was still running with smoke and steam pouring from the engine compartment.”
Tire marks at the scene showed that Turcio had initially collided with a hatchback parked near the Dollar Store and then traveled up and over three separate traffic islands before finally going airborne into the building.
A large crowd of people had gathered and were waving officers over to the nearby pedestrian footbridge where Fitzgibbons said several people had been trying to prevent Turcio from leaving the area.
“I immediately noticed that he had a dazed appearance about him, as evidenced by him looking around as if having trouble focusing and he seemed slow to respond to people around him,” Fitzgibbons said, adding that Turcio wasn’t able to remember anything about what had happened and started to walk away from police on at least two occasions.
Fitzgibbons said that after firefighters handed him the suspicious foil packet from the wrecked car, Turcio tried to take it from them, allegedly saying it was his property.
When a police sergeant then told Turcio to put his hands behind his back so he could be handcuffed, Turcio allegedly refused to do so and struggled for approximately 45 seconds before being wrestled to the ground and placed in custody.
Back at the police station, Sgt. Rick King, a certified drug recognition expert, was called in to evaluate Turcio. King’s opinion was that Turcio was under the influence of something and a blood sample was taken. Further charges may be pending depending on the results of those tests, police said. Fitzgibbons wrote in his report that “at the conclusion of Sgt. King’s evaluation I heard Turcio say under his breath, ‘I’m so friggen stoned.’”
Turcio, who has been living in Springfield for about two years and worked for a time in construction, has a record of drug offenses in Connecticut. The original felony charges against him in Connecticut were reduced after he spent a year participating in a “drug court” program in that state.
He will be a good candidate to work on the biomass construction, a construction worker who takes a daily "bath" with 600 other pals. Welcome to Hades.
ReplyDeleteAnother person with drug charges from another state..he was allowed to participate in a drug rehab program (court ordered) and OBVIOUSLY it did not work. I have long said these programs are useless and only generate money for places like HCRS. Again, we have someone who probably will not get the book thrown at them and will be allowed to get off with some bull**** treatment program.
ReplyDeleteBack in the 80's there was a judge known as maximum mable because she gave each person who came through her court the maximum sentence allowed and strongly believed it would deter a person from re-committing a crime. Her statistics afterward were very very strong that she was right. What a crime our judges don't hold the same beliefs.
Tending to agree that HCRS has become part of the problem, rather than part of the solution. Not sure I understand the release outside a structured environment, seems like part of the problem is our lack of confined mental health facilities -- although I certainly would not want them being run by HCRS.

Delete@Anonymous 8:52- Comparing a drug rehab in CT a year ago compared to a drug/mental illness in vermont today is like comparing apples and oranges. Do you know how many people are court ordered each day in CT to attend a drug program? Its apparent that CT overlooked any signs of mental illness.
DeleteHCRS is a joke in and of itself. The only thing those folks there do is sit around and watch their phones ring. Never, and I mean NEVER do you actually connect with a real person when you call during work hours. They screen their calls and do not call back the people who need their help.

DeleteDon't be silly. Obviously the media will never print a story saying people are flocking to Springfield for the drugs and freeloading opportunities. Plus he would look even dumber than he already does if he fessed up to the truth as to why he is really here. It is nicer to say he came for all of the employment opportunities in the construction field. Oh wait...there aren't any but there are plenty of drugs and handouts.

He may have lived here a year before he got the construction job. Perhaps you should read the article yourself before you become snarky.

Delete@ Anonymous 8:52- Jailing a person because of a mental illness or drug addiction will not solve the problem but only create a larger burden on the tax payers. He would be joining an already over crowded prison system. I dont know where those statistics are that say imprisoning someone will help deter future crimes but have you seen the prisons lately? Over populated for petty crimes all around your judges belief time for crime punishment.
ReplyDeleteThese mental health facilities have been researched and are evidence based. They work. Its just when one person relapses and creates a mess like this, everyone jumps on the bandwagon and wants to burn down the facilities. Their are thousands of people who complete drug programs each year and are very very successful and go on to run businesses. However we have seen an increase in budget cuts in the schools that go to fund Student Assistance Professionals and weve seen cuts in community programs that support those with mental illnesses leading to a reduction in staff and in return a reduction in time spent with clients, or clinicians who are overstretched beyond their means for time and resources. Further more, the cost of supporting a child with a mental illness is EXTREMELY expensive if one does not have health insurance.
What drug facilities? You mean HCRS' suboxen distribution centers? or are you talking about rehabilitation centers located elsewhere? And why aren't they being rehabilitated in prison while incarerated?
DeleteHey smart one, HCRS does not distribute Suboxone! People are only able to be rehabilitated from drugs if they are ready, not because they are forced, open your eyes. Educate yourself about your local Mental Health agencies before posting and making assumptions. It also may be helpful to educate yourself on substance abuse since there are differences in addiction, abuse and dependence, a person has to hit "their" rock bottom before deciding if they truly want rehabilitation, otherwise it is a waste of everyone's time and money.
